Saúdská Arábie odmítla členství v Radě bezpečnosti OSN 4.71/5 (94.29%) 14 ohodnocení

Saudská Arábie (vlajka)Saúdská Arábie odmítla křeslo člena Rady bezpečnosti OSN s tím, že orgán není v současné podobě schopen řešit světové konflikty a používá dvojí metr. Stalo se tak jen několik hodin poté, co arabská absolutistická monarchie byla zvolena za jednoho z 10 nových nestálých členů Rady.

V prohlášení, které dnes zveřejnila oficiální Saúdská tisková agentura (SPA) saúdské ministerstvo zahraničí výslovně zmiňuje neschopnost Rady bezpečnosti ve vztahu k občanské válce v Sýrii. Hovoří o tom, že režimu prezidenta Bašára Assada je umožněno zabíjet jeho vlastní národ, včetně použití chemických zbraní, aniž by čelil nějakému odstrašení nebo trestu.

Saúdské ministerstvo zahraničí dále uvádí, že Rada bezpečnosti není po desetiletí schopna řešit ani palestinsko-izraelský konflikt a nepodařilo se jí přeměnit Blízký východ na oblast bez zbraní hromadného ničení.

Změna postoje Saúdské Arábie je překvapující s ohledem na to, že země o zvolení do Rady usilovala a krátce po zvolení vydala včera večer oficiální prohlášení vyjadřující uspokojení z diplomatického úspěchu.

Nutno dodat, že v syrské občanské válce je Saúdská Arábie vedle Kataru hlavním podporovatelem povstalců, kteří se snaží svrhnout Assadův režim. Syrskou vládu naopak podporuje hlavní regionální soupeř Saúdů, Írán, a jeho satelitní libanonská teroristická organizace Hizballáh (Alláhova strana).

Valné shromáždění OSN tento týden vybralo 5 nových nestálých členů, kteří by měli v Radě bezpečnosti zasednout od 1. ledna 2014 do 31. prosince 2015. Vedle Saúdské Arábie (176 hlasů ze 193) se jedná o Litvu (187 hlasů), Nigérii a Chile (186 hlasů) a Čad (184 hlasů), které nahradí Ázerbájdžán, Guatemalu, Maroko, Pákistán a Togo.

V Radě bezpečnosti vedle 10 nestálých členů zasedá ještě 5 členů stálých – Čína, Francie, Rusko, Velká Británie a USA – kteří mají na rozdíl od členů nestálých právo veta.

New York, Dhu-AlHijjah 12, 1434, Oct 17, 2013, SPA — The United Nations General Assembly today elected the Kingdom of Saudi Arabia, Chad, Chile, Lithuania and Nigeria to serve as non-permanent member on the Security Council for two-year terms beginning on 1 January 2014.

The five countries obtained the required two-thirds majority of those Member States present and voting in the 193-member Assembly.

Elected in one round of secret balloting, they will replace Azerbaijan, Guatemala, Morocco, Pakistan and Togo, whose terms will conclude at the end of this year.

Saudi Arabia’s Permanent Representative to the United Nations Abdullah Al-Mualimi said in a statement that the Kingdom of Saudi Arabia will contribute through this new responsibility to international peace and security, adding that the Kingdom’s election is a reflection of its long-standing policy that supports moderation and resolves differences through peaceful means.

Al-Mualimi also congratulated Chad, Nigeria, Lithuania and Chile on being elected as non-permanent member on the Security Council.

First of all, the Kingdom of Saudi Arabia is pleased to extend its sincere thanks and deep gratitude to all countries that have given their confidence to elect it as a non-permanent member of the United Nations Security Council for the next two years.

The Kingdom of Saudi Arabia, a founding member of the United Nations, is proud of its full and permanent commitment to the purposes and principles of the Charter of the United Nations, believing that commitment of all Member States, honestly, truthfully and accurately, as agreed upon and stipulated in the Charter is the real guarantee for world security and peace.

If the Member States of the United Nations consider wining the membership of UN Security Council, which is, according to the Charter of the Organization, the sole agency responsible for preserving world peace and security, as a high honor and a great responsibility for participating directly and effectively in the service of international issues, the Kingdom of Saudi Arabia believes that the manner, the mechanisms of action and double standards existing in the Security Council prevent it from performing its duties and assuming its responsibilities towards preserving international peace and security as required, leading to the continued disruption of peace and security, the expansion of the injustices against the peoples, the violation of rights and the spread of conflicts and wars around the world.

In this regard, it is unfortunate that all international efforts that have been exerted in recent years, and in which Saudi Arabia participated very effectively, did not result in reaching reforms required to be made to enable the Security Council to regain its desired role in the serve of the issues of peace and security in the world.

With the current continuation of the Palestinian cause without a just and lasting solution for 65 years, which resulted in several wars threatened international peace and security is irrefutable evidence and proof of the Security Council’s inability to carry out its duties and assume its responsibilities.

The failure of the Security Council to make the Middle East a free zone of all weapons of mass destruction, whether because of its inability to subdue the nuclear programs of all countries in the region, without exception, to the international control and inspection or to prevent any country in the region from possessing nuclear weapons, is another irrefutable evidence and proof of its inability to carry out its duties and hold its responsibilities.

Allowing the ruling regime in Syria to kill and burn its people by the chemical weapons, while the world stands idly, without applying deterrent sanctions against Damascus regime, is also irrefutable evidence and proof of the inability of the Security Council to carry out its duties and responsibilities.

Accordingly, the Kingdom of Saudi Arabia, based on its historical responsibilities towards its people, Arab and Islamic nations as well as towards the peoples aspiring for peace and stability all over the world, announces its apology for not accepting membership of the Security Council until the Council is reformed and enabled, effectively and practically, to carry out its duties and responsibilities in maintaining international peace and security.
